Senior Fellow - Liberia

Job Title
Senior Yale-Clinton Foundation Fellow in International Healthcare Management (1 year)

Summary
The Senior Fellow, as part of the Liberian Health Management Delivery Program (LHMDP), will be assigned to County Health Teams (CHT) in Liberia to work in partnership with the CHT’s management team and the Clinton Foundation’s HIV/AIDS Initiative’s Country Director to provide technical support in improving the management and leadership of team members and health delivery services. These fellows will serve to leverage the skills of senior leaders and support the development of their management team.

The County Health Team (CHT) is a team of health professionals responsible for the day-to-day management and implementation of county health and social welfare services. They report to the Assistant Minister of Curative Services, who reports to the Chief Medical Officer at the Ministry of Health and Social Welfare (MOHSW). Ideally, each County Health Team would be composed of seven senior staff and eighteen additional employees. Senior Staff positions include:
County Health Officer (CHO); County Health Services Administrator (CHSA); Hospital Medical Director; Community Health Department Director (CHDD); Nursing Director; County Health Pharmacist (CHP); and Clinical Supervisor.

The Senior Fellow will engage CHT managers in a variety of projects to build capacity in change management and organizational leadership.  The initial focus will be on developing management infrastructure, improving communication and accountability at all levels, translating goals into priorities and activities, and implementing various CHT management initiatives.

Fellows must be of uncompromised integrity, a strategic and innovative thinker, and humble and happy to let other take credit for any/all success achieved.

Key Responsibilities

  • The Fellow will serve as a catalyst for building capacity in the management team, developing effective communication and information management systems, promoting strategic alignment and prioritization of management initiatives, and identifying strategies for organizational development, including opportunities to build training capacity within the CHT.
  • The Fellow will serve as a special project coordinator, helping senior leaders to update and implement basic management structures, systems, and practices that engage staff at all levels.  The Fellow will be responsible to develop and monitor action plans for specific initiatives, lead and/or facilitate project teams, and develop and monitor key project indicators.
  • The Fellow will also collaborate with other Fellows and members of the LHMDP team to facilitate trainings and other initiatives to build management capacity at other levels of the Ministry of Health and Social Welfare.  This includes the facilitation of the Health Systems Management Course at the Mother Patern College of Health Sciences, and activities to ensure that the course modules are successfully transferred to the College for future use.

Reporting Structure
The Fellow will report to the Clinton Foundation’s HIV/AIDS Initiative’s Country Director. The Fellow will receive orientation and ongoing technical support from the Project Director and Project Manager at Yale University, including several in-country meetings over the course of the fellowship. The Fellowship experience must close with either a culminating experience, or result in a defined set of deliverables, which reflect high academic standards and professional quality.  This work must be detailed in a final report due to Yale at the end of the fellowship.

Education and/or Experience
Advanced health degree, with 5-7 years of experience in health care management.  Professional experience in a developing setting is strongly preferred.  Open to U.S. and non-U.S. citizens. 

Language Skills and Reasoning Ability 
Demonstrated ability to effectively and diplomatically communicate information and data in written and verbal form to top management, government officials and the public is required. The ability to interpret and apply instructions in diverse settings, and proven ability to support organizational change and develop management capability of others is required. English proficiency required. 

Work/Life Environment
The work environment for the Fellow shall be considered typical of developing countries in Sub-Saharan Africa.  The Fellow will be placed in an urban or rural, post-conflict CHT setting.  The fellow will be provided with comfortable accommodations for the first month, and receive assistance in identifying accommodations for the remainder of the Fellowship period.

Compensation
The Fellow will be paid a reasonable salary commensurate with education and experience.  The Fellow will be provided competitive benefit package.
